About EU4 Independent Media 2023

The EU-funded project EU4 Independent Media has announced an investigative journalism support programme aiming to facilitate the production of impactful and compelling investigations on topics of high public interest.

The programme is supported by the European Union and targets Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine.

Program Details

The topics of investigations that will be supported under this call include, but are not limited to:

  • corruption and financial crime, organised crime;
  • public safety and security, democracy and human rights;
  • environment and climate change, healthcare.

The call is open for legally registered news organisations catering for audiences in all six Eastern partner countries, including organisations operating in exile; journalist and press freedom non-profit organisations; independent content production companies; and journalists/content production teams acting on behalf of any of these organisations.

Eligibility

Key eligibility criterion 

EU4IM works only with independent media. The media must meet the following essential criterion: 

  • Non-interference into the editorial process by the proprietor(s) or their political or business allies.

Eligible beneficiaries are: 

  • Legally registered news organisations catering for audiences in at least one of 6 beneficiary countries, including organisations operating in exile  
  • Journalist and press freedom non-profit organisations; 
  • Independent content production companies; 
  • Journalists/content production teams acting on behalf of any of the above.  

Eligible beneficiaries must: 

  • Have been in operation for not fewer than 3 (three) years prior to the submission of the proposal;
  • Have produced not fewer than 3 (three) investigations; 
  • Have a Code of Ethics/editorial guidelines/membership in journalist organisations with a joint Code of Ethics or a track record of upholding journalism standards or participating in related initiatives; 
  • Not allow duplication with other EU-funded projects.

  • Healthcare.
